A former senior traffic official from Stellenbosch has been sentenced in the Bellville Specialised Commercial Crimes Court on six counts of corruption.
Elvis Frank Nontyi, 55, is a former senior superintendent employed by Stellenbosch Municipality at the Driver’s Licence and Testing Centre.
Nontyi was arrested in July 2025 by members of the Hawks after an extensive investigation.
The former traffic official, who had access to the National Traffic Information System and was authorised to test applicants for learner and driver’s licences, including the issuing thereof, abused his power and turned criminal.
The Western Cape spokesperson for the Hawks, Lieutenant-Colonel Siyabulela Vukubi, said Nontyi pleaded guilty to the six counts of corruption brought against him.
“Between 17 March and 19 July 2022, the accused issued learner’s and/or driver’s licences to applicants in exchange for money, which was paid in cash to him by the applicants to the total amount of R5,550,” Vukubi said.
Nontyi was sentenced to six years’ imprisonment, of which three years were suspended for a period of five years. He was further declared unfit to possess a firearm.
The head of the Hawks in the Western Cape, Major-General Mathipa Solomon Makgato, welcomed the sentence and said he hopes this case sends a strong message to those who abuse their authority for personal gain.
